Taking Action Against Crime
- Moratorium On Parolee Housing
Concerned about the growing number of violent parolees, Jim achieved unanimous support from the City Council and Mayor for his proposed moratorium to stop future parolee group homes from locating in our city.
- Increased Law Enforcement Sweeps
Jim has already closed more than 700 drug and gang houses. Now he’s working with other city leaders to conduct targeted law enforcement raids to shut down illegal parolee housing.
- Tougher Measures To Stop Gangs
Retired San Bernardino Police Chiefs endorse Jim Penman because of his proven record of leadership in supporting tough measures to combat parole dumping, gangs and drug crime.
Protecting Our Neighborhoods
- Standing Up For Families
Jim took legal action against the Flesh Club to protect the safety of local residents. A Judge recently agreed that this "adult business" is really a major source of prostitution and ordered the Flesh Club to close its doors.
- Expanding Police Patrols
Jim worked successfully with our City Council to ensure that Measure Z monies were used to hire more police and expand neighborhood patrols as promised.
- Preserving Our Right To Vote
Jim led the successful grassroots campaign to defeat Measure M and stop political insiders from taking away the people’s right to elect our City Attorney and City Treasurer.

Jim implemented cost-saving legal reforms that dramatically reduced the number of lawsuits filed against our city and saved city taxpayers over $17 million!
